‘Cultural Quotas’ Scholarships in Nepal Handed Out by Foreign Embassies

A lot of international embassies in Nepal provides scholarships to Nepalese students without going through the Ministry of Education (MoE), Government of Nepal and Ministry of Foreign Affairs (MoFA), Government of Nepal

and without such authorisation from them.

A total of 2000+ scholarships are provided by Embassy of India annually. A total of fifteen MBBS quotas are for Nepali students through Embassy of Pakistan.

These scholarships quotas that are not allocated by the Ministry of Education (MoE) are given out by the embassies, usually to sons or daughters and relatives of dignified officials of the government and leaders of political parties.

Padmalal Bishwakarma who is the President of Foreign Affairs and Human Rights Committee has mentioned that foreign embassies in Nepal disregarded the directive which says that Ministry of Education (MoE) should be the channel to provide scholarships.

Altogether 50+ quotas for students from Nepal to study MBBS in Bangladesh, India, China and Pakistan are given out as “cultural seats” and no competition is applied for such seats.

“Political parties’ leaders are usually seen to be visiting foreign embassies to get scholarships for their children”, even Nepal Government officials say.
